Record your review, investigate dependencies in Azure, and validate later billing. Saved decisions do not execute infrastructure changes.

No. Scans do not create, resize, stop, or delete Azure resources.
Microsoft sign-in uses existing delegated permissions; consent is not itself a read-only role. A manual service principal can use Reader, Cost Management Reader, and Monitoring Reader roles.
No. Validate estimates against workload requirements and later billing. Recent billing data may be incomplete, and no recommendations does not necessarily mean no waste.
